This is Shinigami from Zombie Loan ep 10. X3 He like.. turned pocket sized. He's still evillish looking but he's cute, noooo?
I like how this one turned out. ^^ Go PhotoImpact. It's just as good as photoshop.
Note. Normal sized Shinigami is actually quite scary. 0_0 Especially when he reaps people with his scythe.

The eyes... same way I always do eyes. XP 1 base colour. Burn at the centre and blue it a little for the pupil. Either pick a lighter colour or use the dodge tool down the bottom semi-half thing of the eye. =]
